It is important for us to make sure that you are informed regarding the latest legislative changes and additions to the national road transport monitoring system in Romania, RO e-Transport.

We would like to provide you with more information concerning the declaration in RO e-Transport, which we strongly recommend you to take into consideration.

As of 1 January 2023 it has become mandatory to declare in the RO e-Transport system all goods with fiscal risk that are subject to national / international road transport (intra / extra-Community) and to obtain the UIT code. In December 2023, GEO no. 115/15.12.2023 introduced new regulations for the use of the RO e-Transport system, according to which the generation of UIT codes is required not only for national road transportation of goods with fiscal risk, but also for all international road transports, no matter the type of goods.

What you need to know:

  • Mandatory declaration in RO e-Transport system for all type of goods having:
    • Gross weight >500kg

OR

  • Value of goods => 10.000 RON (approx. 2000 EUR) – no VAT included
  • Valid for International (import and export) and Domestic transports
  • The obligation to obtain the UIT code falls on the Supplier / Buyer / Depositary in RO of the goods (the company who is registered as legal entity in Romania)
    • It is not an obligation of the transport company to obtain the UIT code
  • Customer / booking party must send to DB Schenker the UIT number in due time (estimated transport date in Romanian territory
  • The penalties for non-declaration in RO e-Transport of all international road transports subject to monitoring will apply from 01 July 2024.

Once UIT is obtained by Supplier / Buyer / Depositary in RO (also may refer as Shipper / Consignee or Receiver of goods in RO) and being shared to transport company, the drivers of the vehicles who are transporting the goods in question have the obligation to keep the UIT code throughout the transportation on the Romanian territory and to present it to the competent authorities on request.

There is no change of existing process to obtain UIT code. The UIT code must be generated before transport starts or up to 3 calendar days before transportation start date according to declared in RO e-Transport details. Validity of the code is maximum 15 calendar days for international transport and 5 calendar days for national transport.

As freight forwarder, DB Schenker is the organizer of the transports. Therefore, it is our responsibility to provide you with the following information:

  • the vehicle registration number;
  • the fiscal code and the name of the carrier;
  • the border crossing point;

It is not Schenker’s obligation to declare the goods in RO e-Transport.

As a customer of DB Schenker, for every shipment, you should forward this information to your client in Romania immediately, asking him to send you back the UIT number. Afterwards, please insert this number in your booking and send us the order or provide it to your contact person in Schenker.

As highlighted above, please note that as of 01 July 2024, government authorities in RO are entitled to apply penalties for non-declaration in RO e-Transport system of all international road transports subject to monitoring.
